The largest city in the Four Nations, it consists of multiple rings surrounded by walls. It was considered to be impenetrable until Azula brought the city to its knees under Fire Nation control. It was liberated during the comet, and now there is a new Earth King.
Above the harbor city, and beyond the Royal Plaza is the rest of the capital, built directly on a large, dormant volano. Caldera City is home to many of the Fire Nation's wealthiest and most important nobles, and many who do not reside in the capital full-time still maintain households here. This area also houses the Fire Nation Royal Palace as well as one of the Fire Sage's largest temples.
Harbor City is the lower portion of the Fire Nation's capital. Most of the industrial sector is in the lower portion of the city nearest the harbor. There are also numerous shops and stalls and poorer neighborhoods. The Royal Plaza is where the most important gatherings are held - speeches by the Fire Lord, and in the past, military rallies. The plaza is still the primary pathway between the upper city and the lower one. The harbor is well protected by natural land masses and a man-made sea wall it's large enough for a large number of military vessels, but most recently has been seeing more trading vessels.
The Fire Nation Royal Palace is at the center of Caldera City. It is separated from the rest of the upper city by walls and guards, and it is generally accepted that tresspassing onto the grounds is forbidden. The palace itself houses gardens, training areas, and residential wings for servants and palace guests, as well as meeting rooms for war councils - or peace councils, as the case should be for a long, long time.
